bilateral relations and inter-regional cooperation.
The Russian American Pacific Partnership (RAPP) is a bilateral forum engaging the private-sector and government to identify and address barriers to business and commerce between the Russian East and the United States. Committed RAPP volunteers, private-sector partners, and government representatives collaborate to expand opportunity between Russia’s East and the western United States.
The U.S. and the North Pacific Rim represent a leading economic region in the world; rich in resources and human capital with prospects for tremendous growth. As economic relations between the United States and Russia accelerate, more opportunities emerge for greater cooperation between the Russian East and the Western U.S. RAPP’s purpose is to develop these opportunities through its unique public and private forum dialogue.
7-8 October, 2015: 20th Anniversary Annual Meeting Russian American Pacific Partnership, Yuzhno-Sakhalinsk, Sakhalin Region, Russian Federation. The meeting attracted 85 participants in discussions on improving bilateral relations and inter-regional cooperation. Exxon Neftegas Limited, in this the 20th anniversary of the Sakhalin PSA agreement, received the RAPP award for achievement in advancing U.S.-Russian relations.
9-10 September, 2014: 19th Annual Meeting Russian American Pacific Partnership, San Diego, California. The meeting of 70 participants demonstrated that in these times of difficult
bilateral relations, the Russian Far East and the West Coast of the
United States continue to afford a wide array of opportunities for constructive
dialogue on areas of mutual interest and benefit.

Territory, Russia on September 17 and 18, 2013. Nearly 100 public and private
sector representatives from five Russian Far East regions (Primorskiy,
Khabarovsk, Kamchatskiy Territories, Sakhalin Region and the Republic of Sakha
(Yakutia), and Moscow, and from five U.S. states (Alaska, Washington,
Connecticut, Alabama, and California), and the District of Columbia participated
in the meeting.

100 public and private sector representatives from five Russian Far East regions, the Leningrad Region, and Moscow, and from eight U.S. states, and the District of Columbia participated in the meeting. The meeting was co-chaired by the U.S. Department of Commerce Deputy Assistant Secretary for Europe and Eurasia Matthew Murray and Dmitry Sazhin, Deputy Director of the Department of the Americas of the Ministry of Economic Development of the Russian Federation. Among the participants were Ambassador John Beyrle, Exxon-Neftegas Ltd, The Boeing Company, GE, Microsoft, Transportation Group FESCO, Cisco Systems, SASCO, Sakahlinenergo, U.S. National Parks Service, Siberian Coal Energy Company (SUEK), and others. Breakout sessions held were “Transportation and Trade”, "Energy, Energy Efficiency and Technologies", and "Travel, Tourism and Environment".
Sixteenth Annual Meeting 13-14 July, 2011, Petropavlovsk-Kamchatskiy, Russia
185 public and private sector representatives from five Russian Far East regions, four additional Russian subject regions, and Moscow, and from four U.S. states, and the District of Columbia participated in the meeting. Presentations were made by USAID, The European Bank for Reconstruction and Development (EBRD), Exxon-Neftegas Ltd, The Boeing Company, Microsoft, Transportation Group FESCO, Cisco Systems, U.S. National Parks Service, World Wildlife Fund, Vladivostok Air, and others. Breakout sessions held were “Trade, Transportation and Logistics”, "Energy, Energy Efficiency and Technologies", and "Tourism, Recreation and Environment".
The Russian American Pacific Partnership (RAPP) - formerly the U.S. West Coast–Russian Far East Ad-Hoc Working Group - was established in 1994 to encourage commercial cooperation between the U.S. West Coast and the Russian Far East. Russian leaders selected the Russian Far East as a development priority for the nation, and saw the U.S. West Coast as the natural partner, based on geographic proximity and the wealth of common industry-sectors and similar histories.
Initially funded by the U.S. Department of Commerce and more recently by the U.S. Agency for International Development (USAID), RAPP now increasingly depends on private sector sponsorships. RAPP’s Secretariats operate from the Foundation for Russian American Economic Cooperation (FRAEC) in Seattle, Washington, and the “Interregional Association for Economic Development of the Far East and Trans-Baikal Regions” of Khabarovsk, Russia. For over ten years, the program has regularly convened bilateral initiatives and annual meetings which attract ever increasing numbers of business and government leaders. RAPP continues to be the leading forum for business dialogue between the Russian East and the U.S. West.

As commerce develops, RAPP seeks to integrate the greater involvement of all Russian regions and U.S. states with activities in the Russian East, and welcomes the participation of all parties with interest to join in the meetings regardless of geography.
